The Local information Collective is a form of a database that is synchronized with other systems. The LIC is commonly used to store Application Configuration and User Settings. Other uses include synchronizing a client database with a server database, such as health information and time sensitive data.

The LIC, primarily, is a local store of xml documents that contain data accessed by more than 1 service. The LIC can contain financial information, social network information, communication methods, system information, and hundreds of other types of information.

The LIC (as a file) is not much more than a standardized XML document. The LIC is a form of an EGT Smart Sense document and contains physical data and the data required to synchronize any modification over to the originating server.
